Added optional game toggles when starting a new game:
- Nightmare mode: All laws start arch-conservative, arch-conservatives have a majority in the house/senate/supreme court
- We didn't start the fire: CCS starts the game active and aggressive
- Classic mode: CCS is entirely disabled
(classic and we didn't start the fire are mutually exclusive)
