Update b.12 minor bugfix

Small bugfix for this version:

• Added version number to main menu screen
• Fixed bug where Liberal portraits could be generated past the edge of the management screen and be impossible to reach. Note that this might lead to some portraits being generated right on top of each other if you recruit a bunch of people at once - you can click and drag to separate them.
